You don't need licenses for every inspector since they can be used concurrently. Once you get to the code book you want, everything works like you would expect. The best feature is you have access to everything, commentary, study guides, older code editions, etc. Working for a local government, it is hard enough getting them to pay for the codebooks, much less all of the other books that are included in the complete library.
